Will banning Menthol Cigarettes Do anything to help?

The panel cites that while Menthol cigarettes pose no additional health danger than other types of cigarettes the 'minty' flavor of Menthol's means that more teenagers may smoke them. The report also cites that the African American community is also more succeptable to this same factor. David agrees with the argument that teenagers are at risk here but the argument that African Americans are at risk seems like a slippery slope argument. Are they implying that African Americans are similar to teenagers and cannot tell if something is bad for them? What do you think?
